The declaration calls for urgent action on a number of fronts. While recognising that migration of health workers is a reality and has both positive and negative impact, the Declaration calls on countries to put appropriate mechanisms in place to shape the health workforce market in favour of retention. It also calls on theWorld Health Organization to accelerate negotiations for a code of practice on the international recruitment of health care professionals.
