    The General Nursing Council of Zambia (GNC) is a Statutory Body, established in 1970 under the Nurses and Midwives Act No.55 of 1970 which was repealed and replaced by the Nurses and Midwives Act No. 31of 1997. This Act redefined the functions of the Council and expanded the scope of practice for Nurses and Midwives. The Act also provides for the establishment of private practice.

    The General Nursing Council is a statutory body responsible for ensuring that members of the public receive the best possible care.  The General Nursing Council sets, monitors and evaluates performance standards for nursing and midwifery education, clinical practice, management and research.

    The functions of the GNC, according to the Nurses and Midwives Act No 31 of 1997 are to:

    Register Nurses and Midwives;

    Register training colleges for Nurses and Midwives;

    Register nursing homes and agencies;

    Regulate the professional conduct of Nurses and Midwives;

    Regulate Nursing and Midwifery education;

    Regulate Nursing Homes and Agencies;

    Advise the Minister of Health on matters relating to Nurses and Midwives;

    Do all such things that are connected with or incidental to the foregoing.

    Activities:

    • Develops and reviews nursing and midwifery curricula including teaching and learning materials;
    • Monitors and evaluates curricula implementation on quarterly basis;
    • Conducts knowledge and skills updates for teaching staff and clinical staff ;
    • Coordinates qualifying examinations  for nurses and midwives ;
    • Conducts assessment for establishment of new nursing and midwifery programmes;
    • Develops and implements mentorship and supervisory programmes for nursing and midwifery institutions;
    • Develops and implements standards of education and training for nursing and midwifery programmes.
    • Receives reports and investigates allegations on professional misconduct;
    • Compiles investigation reports  for presentation to the Professional Conduct Committee for consideration;
    • Conducts assessment of training institutions and health facilities for adherence to set standards;
    • Assesses health facilities for establishment of new programmes;
    • Assesses training institutions for suitability for accreditation;
    • Keeps records of professional misconduct, assessment reports for health facilities and training institutions;
    • Investigates cases of private nursing and midwifery colleges that are not approved and registered by the Council;
    • Provides technical support and supervision to nurses and midwives during visits to training institutions and hospitals;
    • Disseminates the Nurses and Midwives Act and the professional code of conduct to nurses, midwives including stakeholders;
    •  Interprets the Nurses and Midwives Act No. 31 of 1997;
    • Manages public relations function of the council.

  • Health System

    The government of the Republic of Zambia in its efforts to address health problems embarked on Health Reforms since 1993.  The main objective of the reforms is better management and improvements in quality of services.  To achieve this objective, Health Service Management has been decentralized, with the districts being recognized as the basic units of Health Services Management.  This entails preventing the decline and enhancing the quality of services provided.

    The GNC has had to refocus its operations in order to respond to these health sector reforms. Health reform policies radically changed the policy framework, management structures and implementation of health care services.  This resulted in the need for GNC to determine how best Nursing and Midwifery education and practice could increase its contribution towards improving the quality of health care.

    In sharing this challenge with the Ministry of Health, the General Nursing Council is striving to bring the nursing and midwifery education and practice inline with the Ministry of Health vision of  ‘providing quality health care as close to the family as possible.’

    The Council has commitment to improve co-ordination, promote collaboration and support effective use of training resources to meet the diverse changing health needs.
