The Taiwan Ministry of Education regulate the establishment and accreditation of nursing education program provided by nursing school and the Examination Yuan regulate the national examination. Taiwan Ministry of Health regulate nursing in Taiwan. The Nurses Act 1991 governs the licensing of nurses, the scope of practice, establishment and administration of Nursing Care Institution and National United Nursing Association, and penalties.
The Nurses Act defines the scope of nursing practice as follows:
- The nursing assessment of health problems
- Preventive nursing measures for maintenance of health
- Nursing guidance and advice
- Action to assist medical treatment under the direction of a qualified medical practitioner
Those who pass the national examination, the Ministry of Health will issue the Nursing Certificate. Those who wish to practice shall submit the Nursing Certificate to the local special municipality, county or city competent authority to register and receive a practice license.
The Code of Ethics for Nurse in Taiwan was completed in 1994 and serves as guide for nurses in all aspects and settings:
